OTTAWA, ON, July 10, 2020 /CNW/CNW/ – In keeping with its obligation to enter into agreements that are fair to both workers and Canadians, the Canadian government reached a preliminary agreement on July 9, 2020 with Canada`s largest federal public service union, the Public Service Alliance of Canada (PSAC). If ratified, the Canadian government will have reached agreements for this round of negotiations, which will cover nearly 60 per cent of public servants. The three-year interim agreement applies to nearly 84,000 federal public servants represented and not represented in the Programs and Administrative Services (PA) group. The interim agreement would increase the economy and the group overall by 6.64 per cent over three years until July 2021, the smallest increase recorded last year, in line with the current economic environment. New provisions on care leave, extending parental leave and up to 10 days of domestic violence leave are also included in the interim agreement. « I am pleased that PA employees, many of whom supported critical services to Canadians during the pandemic, have a new interim agreement and that all employees represented by PSAC are being compensated for the toll that the Phoenix payroll system has had on their lives. This is proof of our commitment to fair and equitable agreements, taking into account the current economic and fiscal environment. January, 2023 Dispute Resolution Mechanism: Arbitration Executive Order (EO) 13836, Developing Efficient, Effective, and Cost-Reducing Approaches to Federal Sector Collective Bargaining, signed by the President on May 25, 2018, requires agencies to submit all deadlines by collective agreement (CBA) and their expiry date within 30 days of the CBA`s entry into force. EO 13836 also requires OPM to make these CBAs available to the public on the internet. This promotes transparency by allowing the public to consult the types of agreements between federal agencies and industry unions. Agencies are also required to submit arbitration awards to OPM within 10 business days of receipt.
OPM has issued a memorandum on the publication of the CBA database, which contains guidelines on agency requirements for CBAs and arbitration awards. The Government remains committed to entering into collective agreements with all outstanding bargaining units for this round of negotiations, including those represented by the PSAC. Like the Phoenix compensation agreement, jointly developed by the federal government and other negotiators in 2019, the agreement includes measures to help those who have had unreought financial costs and capital income and who have experienced personal and financial difficulties. The agreement also includes general compensation for current and former PSAC employees. At the same time, the government reached a preliminary agreement with PSAC to compensate employees for damage caused by the Phoenix compensation system and the late implementation of the 2014 collective agreements. If this compensation agreement is approved, this compensation agreement applies to the 140,000 PSAC members paid by the Phoenix payment system. . .
